Я думаю нет. Этот пункт П18.1 подразумевает (хотя, пожалуй, из текста однозначно это и не следует) встречающиеся (идущие на встречу друг другу).

Ведь яхта В уже не является "приближающейся (approaching) к знаку" - она идет рядом ("у знака") с ним (или даже тоже уже "отходит" от него) и яхты идут в одном направлении...

necessary to avoid a game change. What is stated in new rule 18.1(c) was implied
by old rule 18.1’s first sentence, but it is not implied by the sentence in the new
rule that replaced that sentence. Note that neither ‘approaching’ nor ‘leaving’ are

approaching the mark has yet to reach it, and a boat leaving a mark is in the final
